Abstract

This research objective is to analysis potential hazards and risk control in loading and unloading activities in the harbour  conducted by field observation and interview to workers so that the potential hazard activities is identified. HIRARC (Hazard Identification Risk Assessment and Risk Control) is an identification method used to review the hazard of a systematic, thorough and structured operation or process that may pose a detrimental risk to human, facilities, environment or existing systems and explain risk mitigation.

To identify the causes of accidents, researchers used fishbone method. From interview and field observation, 9 activities / activities identified have  potential hazards and risk.

The amount of risk that occurs in loading and unloading activities depends on the technology or tools used and the risk control efforts undertaken. Of the 3 potential hazards that have the highest level of risk namely  material striking, crashing / crashing of other vehicles and material hit the ship wall is done,  hazard control done such as: work in accordance with Stadandert of Operation Prosudure (SOP), use of PPE, emergency preparedness and emphasis related rules Which must be obeyed according to government rules and prosudures.
